Britain and France to Deploy Military Personnel to the Country in the event that a Peace Deal is Finalized

Placeholder Diplomatic Meeting

The UK and France have inked a memorandum of understanding concerning the positioning of armed personnel in the nation in the event a peace agreement be made with Moscow, the Prime Minister of Britain, Keir Starmer, has announced.

Subsequent to negotiations with Ukraine's allies in the French capital, he noted that the UK and France would "set up operational bases across Ukraine and build secure structures for military hardware and military equipment" to deter any subsequent invasion.

The allied nations also put forward that the US would assume leadership in overseeing a truce.

Russia has on multiple occasions cautioned that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has as yet not issued a statement on this recent declaration.

Background and Ongoing War

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in early 2022, and Russia currently holds about 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our vow to stand with Ukraine for the duration," stated the British leader.

Heads of state and high-ranking officials from the "Partner Group" participated in the recent discussions.

Addressing reporters at a shared media briefing, the Prime Minister added: "It creates the pathway for the legal framework under which British, French, and partner forces could work on Ukrainian soil, securing Ukraine's air and maritime domains, and restoring Ukraine's military for the future."

The British leader added that Britain would take part in any Washington-directed confirmation of a potential ceasefire.

Security Guarantees and Negotiation Stances

Top US negotiator Steve Witkoff remarked that "durable security guarantees and substantial prosperity commitments are critical to a permanent resolution" in Ukraine – mentioning a central demand made by Ukraine.

The negotiator indicated the partner nations had "substantially agreed on" their work on agreeing such assurances "in order that the people of Ukraine know that when this hostilities ends, it ends for good."

Jared Kushner, ex-President Donald Trump's special envoy, also was involved in the negotiations.

At the same time, French President Emmanuel Macron stated that Ukraine's partners had made "considerable progress" at the meeting.

He noted that "strong" safety pledges for the Ukrainian government had been agreed in the case of a prospective truce.

Ukraine's leader Volodymyr Zelensky stated that a "major step forward" had been made in Paris, but added that he would only view efforts to be "enough" if they led to the conclusion of the war.

Recently, the Ukrainian leader indicated a peace deal was "mostly finalized". Settling the remaining 10% would "shape the fate of the agreement, the destiny of Ukraine and Europe".

Unresolved Issues

  • Land and defense assurances have been at the heart of unresolved issues for the parties involved.
  • Putin has often said that Ukrainian troops must retreat from all of Ukraine's eastern Donbas or Russia will take control, rejecting any middle ground over how to conclude the war.
  • Zelensky has so far ruled out ceding any land, but has proposed that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia reciprocates.

Russian forces presently controls approximately 75% of the Donetsk region and around 99% of the neighbouring Luhansk. The pair of oblasts form the industrial region of the Donbas.

The original US-led comprehensive proposal that was extensively reported to the media last year was perceived by Kyiv and its partners in Europe as being strongly biased in Russia's direction.

This triggered weeks of high-level diplomacy – with the involved parties trying to adjust the proposal.

The previous month, Kyiv presented the US an updated proposal – as well as separate documents detailing potential security guarantees and arrangements for Ukraine's reconstruction, he added.
